Senior Researcher & Director of Major Projects | Atlantic Economic Council (All locations)

Patrick is the Senior Researcher and Director of Major Projects for the Atlantic Economic Council. He has been active in economic and business analysis for over 25 years. Patrick is a leading voice on the issues impacting the economy of Atlantic Canada. He recently directed several reports on the labour skills challenge in Atlantic Canada and the latest edition of the Council's Major Projects Inventory which analyses capital investment trends in the region.


He is a frequent speaker on the issues important to Atlantic Canada and is passionate about the continued success of the region.

Chief Rebecca KnockwoodChief Rebecca Knockwood
Fort Folly First Nation (Dieppe, NB)

Chief Rebecca Knockwood grew up wanting to serve her community. She was elected as a Councillor for Amlamgog (Fort Folly First Nation) for 5 consecutive terms before she was elected as the first female Chief of Amlamgog in 2013. In addition to holding the office of Chief, she has direct responsibility for two portfolios in her community – Education and Fisheries. Chief Knockwood feels the strides and successes made within these portfolios are key to the economic and social advancement of her community for future generations.

Chief Knockwood also believes in building a strong Mi’gmaq nation. She is Co-Chair of Mi’gmaq United Investment Network (MUIN) that explores economic opportunities for Mi’gmaq communities. She is also Co-Chair of Mi’gmawe’l Tplu’taqnn Inc. (MTI). MTI works on consultation files on behalf of eight of the nine Mi’gmaq communities to help our people assert and implement our inherent, Aboriginal and Treaty Rights throughout Mi’gma’gi. She also sits on the Advisory Board for Violence Against Aboriginal Woman in NB which is currently working on how to implement the Calls to Justice outlined in the Final Report of the National Inquiry into Missing and Murdered Indigenous Women and Girls’. Perhaps the titles Chief Knockwood is most proud of are: ‘Mom’ and ‘Migitjo’. She has is lucky to have six beautiful daughters and eleven (almost twelve) amazing grandchildren.  



Charles Clow Charles Clow
Director of Facilities Engineering and Maintenance | Irving Shipbuilding (Halifax, NS)

Charles Clow brings three decades of engineering management and project management experience to Irving Shipbuilding. Throughout his career, Charles has held positions in project and program management for some of the region’s largest and most complex infrastructure projects.
 
Charles’ career began with the Halifax International Airport Authority, contributing to the years of early development of the terminal building. Charles first joined Irving Shipbuilding in 2012, working as the Program Manager on the design and construction of Irving Shipbuilding’s Facility Modernization program, which earned the 2016 Lieutenant Governor’s Award for Excellence in Engineering.   
 
After several years in General Contracting and Consulting industry, Charles returned to Irving Shipbuilding in 2021 as Director of CSC Infrastructure. Currently, Charles leads a team of engineering and construction professionals working to design and deliver one of the region’s most complex projects, expanding and re-tooling Canada’s premier shipbuilding facility, while maintaining and protecting the existing ship manufacturing operation.  


Jeff CallaghanJeff Callaghan

Jeffery has a commercial practice focusing on real property, business, aboriginal and energy and natural resources law. He advises clients on environmental considerations, in the aquaculture, agriculture, forestry, energy and other related sectors. He has also represented clients before the New Brunswick Energy and Utilities Board.

As an extension of his regulatory practice, Jeffery has a special focus on Aboriginal law, particularly concerning aboriginal consultation and engagement, as well as advising indigenous people, indigenous communities and developers on economic development on reserve lands. His practice uniquely integrates his knowledge and experience to provide well-rounded advice in these contexts.


Kevin BoudreauKevin Boudreau
Director of Engineering  |   World Energy GH2   (St. John's, NL)

Kevin Boudreau has spent more than 20 years leading the design, development and execution of large, complex projects in the oil and gas, aerospace and defence, industrial construction and renewables industries. 

Early in Kevin’s career, he spent considerable time in the oil and gas sector, managing the design, development and installation of complex electro-mechanical equipment on offshore production facilities around the world; some of his early work can still be found operating on the SeaRose and White Rose FPSOs here in Newfoundland and Labrador (NL).

Earlier this year, Kevin joined World Energy GH2 as Director of Engineering. In this role, he is responsible for the design and development of what will become Canada’s first commercial-scale wind-to-hydrogen project on the west coast of NL.

Deputy Premier & Minister of Finance| Government of Newfoundland & Labrador  (St. John's, NL)

Deputy Premier & Minister Siobhan Coady was first elected to the House of Assembly as the Member for St. John's West on November 30, 2015 and re-elected on May 16, 2019 and March 25, 2021. Prior to joining provincial politics, she was the Member of Parliament for St John's South – Mount Pearl.

She has also had a distinguished career as a business leader and has been recognized as a Top 50 CEO in Atlantic Canada. She is a Past Chair and Governor of the Canadian Chamber of Commerce and is a Past President of the St John's Board of Trade.


Megan CoutureMegan Couture

Megan Couture is a multi-disciplinary communications professional with fifteen years experience and a passion for public service. As the Director of Communications for the Joint Regional Transportation Agency, she is collaborative and solutions-oriented, proficient in simplifying complex concepts into easy-to-understand information.

Before joining the JRTA, Megan served in digital communications and marketing roles with the Halifax Regional Municipality and private sector organizations. She is an NSCC alum and lives in Dartmouth with her family.


Jill Doucett 
Vice President, Corporate Affairs and Human Resources

Jill Doucett is a seasoned professional with over thirty-five years of experience in the electrical utility sector of New Brunswick. As the Vice President of Corporate Affairs, she brings a wealth of knowledge and expertise to her role.

Jill's journey in the industry began after earning her Bachelor of Business Administration from the University of New Brunswick. Her career has been marked by diverse experiences in the energy industry, including nuclear, Human Resources and customer service.

In 2019, Jill held the position of Director of Smart Customer Service at NB Power, where she played a pivotal role in leading the efforts to transform customer service capabilities through the introduction of Advanced Metering Infrastructure smart meters. Her leadership led project teams in NB Power's Energy Smart New Brunswick program and collaborated with business leads to implement automation and enhance the overall customer experience.

A committed lifelong learner, Jill remains at the forefront of industry trends and best practices. She actively engages with her community and currently serves as the President of Hospice Fredericton's Board of Directors, contributing her leadership and dedication to making a positive impact.


Sheri WicksSheri Wicks

A Partner in our St. John’s office, Sheri has a broad commercial practice, providing advice on issues ranging from general corporate matters to commercial and civil litigation. Her litigation experience extends to complex matters, such as shareholder disputes, directors’ liability issues and condominium litigation. Sheri also advises on wills and estates matters, including succession planning.

Sheri’s practice involves extensive work with partnerships and joint ventures. With in-depth knowledge and experience working with indigenous peoples in Newfoundland and Labrador, Sheri advises with respect to establishing partnership agreements between Innu and non-Innu businesses.

Sheri has been active in a number of professional and volunteer associations. She is currently the a director and Chair of the Bowring Park Foundation, and a Board Director for the Newfoundland and Labrador Association of Technology and Innovation. For over ten years Sheri served in various positions within the Executive Committee of the Newfoundland and Labrador Branch of the Canadian Bar Association, including a year as the Branch President, and a year on the CBA’s National Board of Directors. She is also a former member of the CBA’s National Equality Subcommittee. For the last several years Sheri has also managed the firm’s Pro Bono program, which enables members of the firm to give back to the communities they serve through the provision of legal services at no cost to the recipient.

Jacob RitchieJacob Ritchie

Jacob is a seasoned leader in the designing, development, and management of public and private spaces. He has a depth of experience in urban planning and engineering, holding a Masters degree in Urban Planning from McGill University, and a Bachelors degree in Engineering from Dalhousie. He is a member of the Canadian Institute of Planners and the Council for Canadian Urbanism.

As the President of United Gulf Developments Ltd. he oversees the planning, development, and real estate operations of a range diverse and innovative projects. He leads strategic, long-term planning, and goal setting with an eye to profitability and resiliency. Working with partners in design, construction, and regulation, he ensures that United Gulf Developments Ltd. contributes to building Nova Scotia's economy and quality of life.

Rob Collett Rob Collett
Vice President of Engineering and System Operator |  Newfoundland & Labrador Hydro   (St. John's, NL)

Rob is the Vice President of Engineering and System Operator for NL Hydro. He is responsible for engineering, project delivery, asset planning and system planning. In this role he provides strategic direction to ensure the safe and reliable operation of interconnected and rural electricity systems throughout Newfoundland and Labrador. 

 

 

 


Dale HicksDale Hicks
President | Rising Tide  (Dieppe, NB)

Dale Hicks has made it his life’s mission to offer a hand up to those who need it most. As a volunteer, advocate, and community leader, Hicks has worked tirelessly, not only directly with organizations who assist vulnerable populations, but to educate, inform, and motivate action in others who are in a position to address poverty in our community. His key contributions have come through his work with the Food Depot Alimentaire, and as founder of the Peter McKee Community Centre Inc. and Rising Tide Community Initiatives Inc. These three organizations sum up Hicks’s approach to addressing poverty, taking a holistic approach and providing not only food and housing, but life skills and supports. 

Hicks’ greatest strength is his unique ability to connect both with people in dire need of support and the policymakers, business leaders, and influencers who can make real change in their lives. Under his leadership, the Rising Tide initiative has gained unprecedented support from all three levels of government and is making headway in lifting individuals out of homelessness and poverty. He has also inspired compassion and support across the community through projects like the annual Christmas box program, which feeds thousands of people over the holiday season. Hicks is a true humanitarian who has made immense contributions to the well-being of our city. His work is the spark that lights the way for others and helps make Moncton the kind of welcoming, inclusive, and supportive community to which we aspire.
